James Cook Research FellowshipGuidelines and ConditionsThe following are guidelines and conditions applicable to the James Cook Research Fellowship. This Fellowship is administered by the Royal Society of New Zealand on behalf of the New Zealand Government. Please ensure that these guidelines and conditions are read before an application is made. All applicants should note that a formal standard contract between the Royal Society of New Zealand and the applicant will be the mechanism by which the Fellowship is administered. If your home address changes at any stage after the application is submitted, please inform the Society as soon as possible. 2.0 Host OrganisationThis section is to be completed by the applicant. Please identify at which research institution you plan to work if your application is successful, and briefly outline the key reasons for your choice. Applicants from the private sector are encouraged, where possible, to work within an established research institution. The host organisation should sign section 12.0 declaring that they will provide all the necessary facilities etc, to allow the proposed programme of research to be undertaken. 3.0 Academic DetailsGive a breakdown of the degrees (or equivalent qualifications) that you have attained, the institution and the year. Attach a list of publications/published articles, in particular those relevant to the current application. Please ensure that this is clearly labelled. Provide a list of awards, scholarships, etc previously and presently held. If the space provided is insufficient, attach a clearly labelled sheet. 4.0 Relevant Work ExperienceGive a breakdown of any previous work experience, concentrating on those periods of employment which are directly relevant to your proposed programme of research. 5.0 Reason for ApplicationBriefly state what has motivated you to apply for a James Cook Research Fellowship and give some indication as to what benefits New Zealand will gain if you are successful in obtaining a Fellowship. This should be discussed in terms of the skills you anticipate will develop and your proposed programme of research. 6.0 Proposed Programme of ResearchThis section relates directly to the programme of research that you are proposing to undertake. It is particularly important that this component of the application be totally self-supporting. 6.1 Programme Title: In eight words or fewer, give a title in plain English rather than specialist scientific jargon, which encapsulates the nature of your proposed programme of research. 6.2 General Abstract: This is a brief summary of the whole programme, encapsulating the goal and essence of the programme (ie. encompassing the objectives, method(s) and knowledge transfer). It should be expressed in simple scientific language which can be easily understood by a non-specialist person. 6.3 Programme Goal: The goal is a statement of what the programme expects to achieve overall. The goal provides a focus to enable the Royal Society of New Zealand to judge what the programme aims to achieve. 6.4 Programme Design and Rationale: Please give a clear overview of the design of the proposed programme, stating the unifying components and long- term aspirations of the programme. Include in this statement the basis on which the research is formulated. The programme design is not a repeat of the General Abstract, but is to demonstrate the conceptual framework on which the research programme has been based. 6.5 Programme Objectives and Method(s): Objectives should be measurable in nature, and include components of knowledge transfer. The objective description should include: a statement giving the aim of the objective; an indication as to why the research is being done; an indication of the steps which will be taken to achieve the end result; how the findings of the research will be passed on. The objective method should be as precise and concise as possible. 7.0 RefereesPlease provide two references to support this application one of which should be from an overseas referee. Referees should be capable of judging the quality of the proposed programme of research. Referees should not be involved in the proposed programme of research nor be close colleagues, former research supervisors, co-authors, collaborators or relatives. Each referee is required to complete a cover sheet and email it, along with his or her reference to the Royal Society of New Zealand by the closing date for fellowship applications (in RTF or PDF format). It is the responsibility of the applicant to ensure that referees send their reports directly to the Royal Society of New Zealand, no later than 1 September 2008, the closing date for applications. Please send the Referee Report Form - Cover Sheet to your two referees, along with a copy of your application, to enable them to respond in detail to your proposal in their reference. The referees are required to complete the form and email it, along with their reference to the Royal Society of New Zealand by the closing date for Fellowship applications. Please note that the Selection Panel may independently obtain reports from other people it considers competent to referee your proposal. 8.0 FundingPlease specify any expenses you may have in relation to the fellowship. Per diem allowances are not allowed. 9.0 Other FundingPlease detail contractual obligations in relation to this or any other research programme. 10.0 Ethical StatementYou need to provide evidence of obtaining or having obtained ethical clearance for the research from an appropriate Ethics Committee, if appropriate. This statement should affirm that the proposed research is ethically acceptable within your discipline. 11.0 Tenure of FellowshipPlease note that successful applicants will be required to take up their fellowships by 1 April 2009. Please indicate the dates that you are available to start and complete the proposed programme of research if you are successful. 12.0 DeclarationThe Royal Society of New Zealand is an independent organisation incorporated under its own Act of Parliament. Decisions on an application are the responsibility of the Council of the Royal Society of New Zealand. All communications regarding James Cook Research Fellowship applications should be directed to the Society. Please ensure that all information contained in the application is true and accurate in every particular. A duly authorised agent of the host organisation and the applicant are to sign the application, agreeing to the above and following conditions: 12.1 Eligibility The James Cook Research Fellowships are recognised as one of the premier awards for scientific and technological research. The primary intention of the award of Fellowships is the recognition of sustained excellence in research. They are awarded to researchers who have the requisite qualifications and experience and are able to demonstrate that they have achieved national and international recognition in their area of scientific research. Only New Zealand citizens or permanent New Zealand residents should apply. Former successful applicants may not apply for a second Fellowship. Fellowships will be tenable in a location and institution of the applicant's choosing, whether in New Zealand or overseas, provided the institution has the capability and capacity for the intellectual and logistical support of the Fellow. Fellowships are available from time to time in each of the following categories:
These categories and the descriptions following each should be read to be inclusive rather than exclusive. The intention is for the five categories to cover all areas of scientific and technological research. Please note that the Fellowships called for in the 2008 round are available in the following research categories:
12.2 Tenure Every Fellowship shall be tenable at a university or other research institution or organisation approved by the Society. The term of the Fellowship will be for two years. The Fellow will work full-time on the research project (except where otherwise agreed with the Society). The tenure of every Fellowship shall commence on the date on which the Fellow enters upon his/her programme of research. Co-tenure: The Fellowship shall not be tenable with other Fellowships or other potentially conflicting commitments, except with the written permission of the Society. 12.3 Research Programme Fund Reporting Requirements An annual report, including a summary for publicity purpose, is to be received by the Royal Society by the end of the month which is the 12-month anniversary of the commencement date of the research programme. A final report, including a summary for publicity purposes, as well as copies of any other papers or publications produced in the course of the Fellowship, is to be received by the Royal Society within a month of completion of the funding period for the research programme. It is expected that a major piece of research will be undertaken that will benefit New Zealand and advance research in the particular science. 12.4 Outside Employment for the Fellow Employment outside the host organisation is not permitted. 12.5 Suspension and Termination The Fellowship may be suspended or terminated at the absolute discretion of the Council of the Royal Society of New Zealand under the following conditions:

12.6 Applications Unsuccessful applicants may re-apply in the next application round. Applications should be made on the appropriate form, and should be received by the Royal Society of New Zealand by the specified closing date. Please note that one electronic copy and one paper copy of the application should be sent to the Royal Society of New Zealand. 12.7 Selection James Cook Research Fellows will be selected on the basis of their academic and research records, their ability to demonstrate that they have achieved national and international recognition in their area of research expertise, the applicants' potential to make a contribution of significance in their research field and the level of excellence of the proposed research. Fellowships need not be specifically targeted at any topic area but should be of potential benefit and relevance to New Zealand. Applications will be assessed in their particular categories by Assessment Panels, the members of which will represent a broad range of disciplines. They will receive each application form and a chart of applicants and will be required to select up to three candidates in priority listing. Selected candidates will be further considered by the James Cook Research Fellowship Selection Committee, chaired by the Governor-General of New Zealand, and consisting of the President of the Royal Society of New Zealand, the President of the Academy Council of the Royal Society of New Zealand, and others to be selected by the Society Council when the finalists are known. 12.8 Liability and Acknowledgement The Society accepts no liability for the manner in which work in connection with the Fellowship is undertaken. The recipient of the Fellowship shall be responsible for the work and the consequences of it. The James Cook Research Fellowships and the Royal Society of New Zealand shall be acknowledged in any written or published material produced as a result of research undertaken in the course of the Fellowship. 12.9 Intellectual Property Rights Intellectual property rights (such as, but not limited to, patents, designs, copyright, trademarks and the like) arising from, or in association with, the Fellowship research programme may be the property of the Fellow or the host organisation. The Council of the Royal Society of New Zealand shall be the sole judge of where intellectual property rights reside in the absence of any agreement between the Fellow and host organisation. 12.10 Contract The Fellowship will be made by way of a standard contract between the Fellow, and the Royal Society of New Zealand. The contract will supersede these guidelines and conditions. In the event the contract is in conflict with these guidelines and conditions, the terms of the contract will prevail. 12.11 Conditions of Employment The normal conditions of employment in the host organisation shall apply to the Fellow. 12.12 Funding The funding package annually will be $110,000 incl. GST plus up to $10,000 in relevant expenses. The nominated host institution must undertake to support the candidate and the work described in the application for the duration of the Fellowship by providing the necessary intellectual and logistical support. Payment for the Fellowship shall be made to the Fellow by the Royal Society of New Zealand by the means specified in the contract. The Fellowship stipend is liable to income tax in the hands of the recipient. Payment will be withheld one month after the due date, if the 1-year progress report is not submitted on time. The final payment will be withheld pending receipt of the final report. 12.13 Maori responsiveness The Royal Society of New Zealand acknowledges its obligation to operating the James Cook Research Fellowship scheme in accordance with the Treaty of Waitangi. In order to give effect to its commitment the Royal Society seeks to contribute to the development of the Maori research workforce, achieve greater Maori participation and leadership in research undertaken while holding a James Cook Fellowship and, where research projects incorporate significant Maori content, requires that applicants are in consultation with Maori. The Royal Society of New Zealand recognises also that matauranga Maori contributes to advances in the social, cultural, environmental, and economic well-being of New Zealanders. Consultation with Maori is not expected, and is not appropriate, for proposed projects where no specific interest for Maori can be identified. If, however, the research topic involves Maori people or is relevant for Maori (for example, it involves taonga, sacred objects or sites, resource use, investigations of native fauna, or had the potential for Maori capacity building), consultation by researchers is required. Maori applicants may wish to demonstrate their linkages and what processes they have used in developing and designing their proposal. These requirements are intended not to deter researchers but to
ensure that impediments to the successful completion of a project are
eliminated. For example, researchers might be denied access to sites,
culturally sensitive material and knowledge if their Maori owners feel
that their intellectual and cultural property rights are in danger of
violation.
