Regulatory Statutes of the Agreement between the Korea Science and Engineering Foundation (KOSEF) and the Royal Society of New Zealand (RSNZ)

I.      Scope of Cooperation

The scope of cooperative activities may cover the entire spectrum of science and technology over which both KOSEF and RSNZ have funding jurisdiction and may identify a sufficient mutual interest.

II.     Eligibility of Participation

All scientists and scholars who are permanent members of the scientific and scholarly communities of the Republic of Korea and the New Zealand may request support from KOSEF and RSNZ, respectively, to participate in the cooperative activities.  In this regard, permanent membership is primarily determined by the affiliation of the scientist or scholar with an institution of research or higher learning.

III.     Forms of Cooperation

KOSEF and RSNZ shall promote scientific cooperation by the following means:

  1. travel grants for scientists to facilitate the exchange of scientific knowledge and experience, particularly in the final stage of planning;
  2. the support of bilateral seminars, colloquia and symposia of high scientific standard;
  3. undertake joint research projects resulting from earlier contacts and/or planning activities;
  4. the exchange of scientific information, publications, samples, specimens and other material by the two organizations.

Generally, the initiative for and the planning of bilateral workshops, seminars and symposia is taken by scientists who are interested in such cooperation.  When necessary the KOSEF and the RSNZ shall offer their assistance in identifying research partners and in establishing contacts, including other governmental and non-governmental institutions in charge of promoting scientific research and exchange.

IV.    Joint Bilateral Seminars

  1. Joint seminars can be held in either country. Upon approval of a joint seminar proposal, KOSEF and RSNZ should each appoint an organizer of the seminar. The co-organizers should, within the terms of approval, prepare the joint seminar in detail.
  2. When appropriate, the agency of the dispatching country may sponsor its organizer to make an exploratory visit to the host country for more efficient planning.
  3. The agency of the dispatching country will be responsible for all costs including the international travel of its personnel, the hospitalities and amenities, and any inter-city transportation within the receiving country.
  4. Based on past experiences, a fruitful joint seminar would usually require a preparation period of up to six months.
  5. In accordance with the practice of international science, the joint seminars will be conducted in the English language, unless other arrangements are agreed to between the co-organizers.
  6. The co-organizers will prepare a summary report of the joint seminar to KOSEF and RSNZ, unless the proceedings of the joint seminar will be published and made available to KOSEF and RSNZ.

V.     Joint Research Projects

Joint research project applications should comply with the respective formal requirements set by KOSEF and the RSNZ.  Applications should contain:

  1. a detailed description of the aims and methods of the research project and a budget of the costs;
  2. a detailed schedule of implementation;
  3. biographical data and qualifications of all scientific personnel involved.

Two copies of the application must be submitted as early as possible in accordance with the requirements as set up by KOSEF and the RSNZ, generally not later than six months prior to the envisaged commencement of the  joint research activities under the project.

The agency of the dispatching country will be responsible for all costs including the international travel of its personnel, the hospitalities and amenities, and any inter-city transportation within the receiving country.

Applications will be reviewed by the agency responsible for the funding before they are accepted.

VI.    Exploratory and Consultative Visits

  1. Exploratory visits are designed to enable interested scientists and scholars to develop cooperative activities in the other country. The agency of the dispatching country will be responsible for all costs including the international travel of its personnel, the hospitalities and amenities, and any inter-city transportation within the receiving country. The duration of exploratory visits usually will not exceed one month.
  2. Consultative visits are designed for scientists and scholars of the two countries doing parallel or complementary research in their own countries, but may enhance the research results of each other by getting together for consultation.  Such visits usually will not normally exceed two months. In principle, consultative visits will be financed on the same bases as the exploratory visits.
  3. The sending party will be responsible for selecting and nominating visitors from that country to the host party, although the host party may ask that certain named scientists or certain subject areas may be given favourable consideration where it is known that they would be particularly welcome.
    Nominations are to include the following details:
    • Full surname, forenames and title;
    • Date and place of birth;
    • Short scientific biography and details of degrees;
    • Current appointment;
    • Field of specialization;
    • Main scientific publications (to a maximum of six);
    • Knowledge of languages;
    • Proposed scientific programme for study visits: Scientific centers or type of institution which it is desired to visit; length of stay in each center; specific scientists with whom meetings are requested and the type of questions to be discussed.
  4. Nominations are to be forwarded to the host party in sufficient time for at least three month's notice to be given in each case.  Not later than two months following receipt of a nomination the receiving party is to inform the sending party as to the acceptability of the proposed visitor, with a copy of his/her provisional programme.
    Once a nominated scientist has been accepted for a visit the precise details of the visitor's travel arrangements, estimated time of arrival at airport, eg flight number, are to be advised to the receiving party not less than one month before departure.  All Visa requirements etc are the responsibility of the dispatching party.

VII.    Liaison Mechanism

  1. As has been done in the past, the Departments of International Relations of KOSEF and RSNZ will act as the central mechanism for liaison and communications purposes, and function as the information clearance house.
  2. It is recognized that periodic meeting between the responsible personnel of the KOSEF and the RSNZ is important to assure the efficiency and efficacy of the above envisaged cooperative activities.  It is agreed that both parties will maintain regular contact via electronic media.

VIII.   Amendments and Expiration

  1. The above guidelines shall become effective upon confirmation between KOSEF and RSNZ
  2. Amendments to these guidelines may be made by mutual agreement between KOSEF and RSNZ
  3. This Memorandum of Understanding may be terminated by either KOSEF or the RSNZ serving notice to the other six months prior to the intended date of termination. It is understood, however, such termination should not affect cooperative activities already established, which should be carried out to their logical conclusions.
